So, what is the 4 inch rule?

The angle of the tow bar is one of the easiest problems to spot, but is very dangerous if left unresolved.

Blue Ox recommends that the receiver hitch should never be more than 4 inches higher than the baseplate attachment points. This keeps the tow bar level with the ground or slightly angled up from the coach to the car.

You DO NOT want the tow bar angled up towards the coach from the car. What we are trying to avoid is a braking situation where the vehicle ends up under the coach. If you exceed the 4 inch rule this could be the unintended result.
